My wife is a qualified Hairdresser and part qualified nail and beuty technician.... should she find it not so difficult finding work with these skills, and are qualifications necessary as opposed to actual talent?

Places like Aviva, Cloud nine etc often advertise so I shouldnt think she should find it too difficult.
She could try going to them all with a cv and see if she has any joy like that.
What about going mobile? That could be very popular, a lot of people like the comfort of being pampered in their own home.
Qualifications are pretty important, but I should imagine not so much as in the UK. If she has talent and can show people what she can do then that would be huge help to her
