I have a couple of questions concerning regulations regarding the operation of a tourist/water sport business. Specifically surfboard/canoe rental.
One website advised staying away from any venture like this as all the beach rights were sewn up and impossible to get, and the regulations were a nightmare. I've lived on islands all over the world for the last 27years (last 4 years in Hawaii), and this was a non-issue.

First question is: Is it possible to operate an ocean related biz from the beach as I don't see many customers willing to lug a board or canoe thru town to the water, unless I'm lucky enought to get a shop front right on the beach or in one of the resorts.
Second question: Any insight into regulations governing this type of business would be welcome ( I'm not looking for free legal advise just an overall view).

The website that advised you on this was absolutely correct. It is all sewn up by local politicians sons, daughters, cousins, nephews etc. Plus there's a million others waiting in line before you.

That being the case, I guess I'll be looking into the shop and/or resort location.
